Partnership to Ensure Educational Reform (PEER)

The purpose of the Partnership to Ensure Educational Reform (PEER) consortium is to coordinate ongoing cooperation, collaboration, and communication between area public school divisions, John Tyler Community College, and the community-at-large in order to assure excellence in academic and career education for all students throughout the consortium's diverse service region.

The PEER consortium recognizes that the diversity of the school systems and communities involved in this initiative is a great strength and that accomplishing this purpose depends on the commitment and participation of faculty, counselors, and administrators of secondary and postsecondary schools; representatives of area businesses and industries; and students and parents. Consequently, rather than focusing on how each community will structure, promote, implement, and evaluate educational reform at the local level, the consortium serves as a resource to support the reform process in the following ways:

  1. By providing leadership to curriculum restructuring initiatives at the secondary and collegiate level.
  2. By developing articulated Career Pathways or programs of study that begin in high school and continue through an associate or baccalaureate degree, a journeyworker’s license, a postsecondary-level industry certification, or state licensure. Features include college credit earned during high school through dual enrollment courses and/or industry-recognized certifications and assessments, early college placement testing, work-based learning experience, career coaching, and more.
  3. By facilitating regional alliances between education and business aimed at enhanced communication and ongoing review and definition of the educational needs of the next generation of the workforce.
  4. By providing professional development opportunities for teachers, counselors, and administrators responsible for implementing reform.
  5. By promoting the broad goals and accomplishments of the consortium throughout the service region and by assisting school divisions with the development of their own public relations and marketing initiatives designed to increase awareness of educational reform within their local communities.
